Minister of Digital Transformation Mykhailo Fedorov emphasizes that modern warfare is happening on the battlefield and in cyberspace.

«To enhance cyber resilience, we seek rapid and innovative solutions to counter cyber threats. One such solution is the Business Cyber Diagnostics Program. This is an opportunity for entrepreneurs to strengthen their cybersecurity, anticipate potential attacks, and be prepared to neutralize them»,

– Mykhailo Fedorov, Deputy Prime Minister for Innovation, Education, Science and Technology Development – Minister of Digital Transformation of Ukraine.

The Business Cyber Diagnostics Program will help Ukrainian businesses identify potential cyber threats and enhance their information security.

The Cyber Diagnostics Program focuses on small and medium-sized enterprises (SMEs), which, unlike large companies, have fewer resources and expertise to build an effective cybersecurity system.

500 Ukrainian companies will be able to receive one of the following services free of charge:

  • Penetration Testing – allows simulating potential cyber-attacks and identifying vulnerabilities in the company's digital infrastructure.
  • Application Security Testing – helps identify potential vulnerabilities and provide recommendations for their elimination.
  • Information Environment Vulnerability Assessment – a comprehensive analysis of the company's digital infrastructure security.

How businesses can get a cyber diagnostics service:

1. Visit the portal https://cyber.business.gov.ua/

2. Take a test to assess the vulnerability level of the company's infrastructure to cyber threats. This will help in selecting a service.

3. Register in the electronic cabinet.

Order one of the three cyber diagnostics services.

The system will automatically send invitations to service providers who meet the criteria to participate in the tender. To become a cybersecurity service provider on the platform, a company must go through a verification procedure and certify its qualifications. Verified service providers are allowed to participate in tenders.

The winner of the tender is determined through an automatic auction. Providers indicate the price at which they are willing to provide the service, and the system selects the winner with the lowest price.

It is important that until the auction is completed, providers and recipients of services are unknown to each other, which creates equal conditions for all participants.

4. Sign a tripartite service agreement.

The contract is concluded between the service recipient, the provider, and the Kyiv School of Economics (KSE). KSE cybersecurity experts will check the reports and the quality of services provided under the Program.

Contract conclusion online on the platform is possible thanks to the implemented Multi-signature functionality. Each party receives a contract that must be signed using their QES (qualified electronic signature). This simplifies the document exchange process and ensures control for all Program participants.

4. Receive the cyber diagnostics service.

The service provider's report is also confirmed by all parties using the Multi-signature. Based on the reporting documents, KSE transfers the payment to the provider. The service recipient, as a result, will have information about the vulnerabilities of their infrastructure and understand how to fix them.

For reference: The Business Cyber Diagnostics Program is implemented with the support of the Ministry of Digital Transformation, the Entrepreneurship and Export Promotion Office, the national project Diia.Business, and the USAID Project «Cybersecurity for Critical Infrastructure of Ukraine». The program is executed by the Kyiv School of Economics.
