On September 12, Kyiv hosted the 10th anniversary IT Ukraine GR Conference by the IT Ukraine Association. CEO of Kitsoft, Oleksandr Iefremov, presented a case study and shared his experience creating large-scale digital solutions for the government.

IT Ukraine GR Conference traditionally brings together representatives of the government, business, lawyers, financiers, HR and other professionals every year. The participants discussed the challenges of the state and business in the context of the martial law, IT specialists' booking, taxation and regulation of the IT sector, digital transformation of Ukraine and its integration into the EU Digital Single Market.
Kitsoft has been engaged in digital transformation for the state for more than 10 years. In his speech, Oleksandr Iefremov spoke about the main challenges in working with GovTech and shared practical recommendations on how businesses can build effective interaction with the public sector.

Oleksandr pointed out that the Ukrainian GovTech market is still in the formation process and actively developing and structuring. He identifies the following participants in the market structure:
- Ministry of Digital Transformation of Ukraine;
- CDTOs in central authorities;
- Municipalities;
- International donors;
- GovTech implementing companies.

The landscape of GovTech has changed – while public procurement used to dominate, now there is more donor funding. International donors bring a higher level of project management, and projects become more flexible and high-quality, but at the same time, this increases the requirements for the expertise of IT companies and the process of preparing proposals. In particular, compliance with international quality standards, transparency of resource management, compliance with deadlines and reporting requirements, etc.
Even though the IT infrastructure of public services already represents a certain set of ready-made tools, one should be prepared for the fact that in the process of work, the customer's teams and goals may change, and the project itself may lose its relevance. Risks can be minimized by engaging more stakeholders and building effective communication with them and the public.
To date, certain technologies have already been formed in the Ukrainian Govtech infrastructure, including:
- services for electronic identification, such as ID-gov.ua;
- Trembita, a system of electronic interaction of state electronic information resources;
- interaction protocols defined and fixed at the legislative level;
- existing state registers.
This IT infrastructure is fixed by law, so the effective implementation of GovTech projects requires companies to have expertise and qualifications in working with these technologies.
