IT Ukraine GR Conference traditionally brings together representatives of the government, business, lawyers, financiers, HR and other professionals every year. The participants discussed the challenges of the state and business in the context of the martial law, IT specialists' booking, taxation and regulation of the IT sector, digital transformation of Ukraine and its integration into the EU Digital Single Market.

Kitsoft has been engaged in digital transformation for the state for more than 10 years. In his speech, Oleksandr Iefremov spoke about the main challenges in working with GovTech and shared practical recommendations on how businesses can build effective interaction with the public sector.

Oleksandr pointed out that the Ukrainian GovTech market is still in the formation process and actively developing and structuring. He identifies the following participants in the market structure:

  • Ministry of Digital Transformation of Ukraine;
  • CDTOs in central authorities;
  • Municipalities;
  • International donors;
  • GovTech implementing companies.

The landscape of GovTech has changed – while public procurement used to dominate, now there is more donor funding. International donors bring a higher level of project management, and projects become more flexible and high-quality, but at the same time, this increases the requirements for the expertise of IT companies and the process of preparing proposals. In particular, compliance with international quality standards, transparency of resource management, compliance with deadlines and reporting requirements, etc.

Even though the IT infrastructure of public services already represents a certain set of ready-made tools, one should be prepared for the fact that in the process of work, the customer's teams and goals may change, and the project itself may lose its relevance. Risks can be minimized by engaging more stakeholders and building effective communication with them and the public.

To date, certain technologies have already been formed in the Ukrainian Govtech infrastructure, including:

  • services for electronic identification, such as ID-gov.ua;
  • Trembita, a system of electronic interaction of state electronic information resources;
  • interaction protocols defined and fixed at the legislative level;
  • existing state registers.

This IT infrastructure is fixed by law, so the effective implementation of GovTech projects requires companies to have expertise and qualifications in working with these technologies.

Kitsoft uses its low-code platform, Liquio, to digitalize government and city services. Since the involvement of developers in projects is minimal, the main resource can be devoted to the development of accessible design and high-quality business analysis. Several teams can work on the platform and simultaneously design online services of any complexity, and the average service launch time is only 1.5 months.

The main advantages of the Liquio low-code platform:

  • modern security levels for user safety and uninterrupted operation of digital services
  • user-friendly and accessible UX design accompanied by human texts;
  • interaction with other services and the ability to combine them into a single digital space.

At the event, Kitsoft announced training and certification for working on the Liquio platform, so any company interested in entering the GovTech market can join our community.

We see the growing interest of IT companies in government projects, and Kitsoft is interested in this, as it has a positive impact on market development. Increasing expertise, public attention, and attracting the most talented specialists will increase the capitalization of the IT sector. Our solutions are already being used internationally, and this opens the way for the expansion of Ukrainian products abroad, which goes beyond simple outsourcing.

– says Oleksandr Iefremov, CEO of Kitsoft.

The IT Ukraine GR Conference has become a platform for the exchange of experience, opinions and ideas between representatives of the IT industry and government agencies to deepen partnerships and develop technologies in Ukraine. We thank the organizers for the invitation and interesting discussion!
