Overview
Kitsoft has developed a web portal for the National commission for the state regulation of electronic communications, radio frequency spectrum and the provision of postal services (NCEC).

The development of electronic communications and the availability of sustainable communications are important components of the foundation of the economy and our country's integration into the EU's Digital Single Market. Network resilience is crucial in times of war and constant infrastructure shelling, as long-term disruptions lead to significant economic and social losses.
The NCEC, a central executive body with a special status that is the national regulatory authority of Ukraine, is responsible for developing mechanisms to provide all Ukrainians with high-quality, secure, and affordable electronic communications and postal services.
The new web portal provides information on the NCEC's activities and is a single point of entry for all participants in the electronic communications and postal services market.
Concept
Electronic communications play a vital role in uniting people, businesses, and communities in Ukraine. They are an integral part of the country's industrial and social infrastructure, serving as a foundation for digital transformation and development across all economic sectors.
The key objectives of NCEC include:
- Ensuring the proper quality of electronic communication services;
- Protecting consumer rights;
- Facilitating Ukraine's integration into the EU Digital Single Market;
- Promoting international cooperation.
The official web portal upholds the principles of openness and transparency in NCEC's activities and serves as one of the tools to achieve the commission's objectives.
To meet these goals, we focused on creating a modern, secure, scalable, and high-performance website that complies with international standards and ensures stable operation even under high loads.
One of the primary requirements from the client was the seamless migration of data to the new version. Therefore, we began the project by thoroughly analyzing the existing website and its content.
Implementation
In close collaboration with the client, we developed the information structure of the updated platform, prototypes, and graphic design for the website pages, as well as navigation scenarios. To achieve this, we collected suggestions from involved departments and incorporated them into the technical requirements.
The top menu is two-tiered and consists of six logically grouped sections. Links can lead to either sections of the site or external resources, which open in a new window. The menu is flexible and allows for the adjustment of sections based on the needs of NCEC and the legal requirements for government bodies in Ukraine.
The commission’s web portal is now bilingual, with an English version available for international partners and English-speaking users. This enhances global collaboration and aligns with one of Ukraine's integration criteria into the European Union in the field of electronic communications.
Since the primary goal of the web portal is to highlight NCEC's activities, the “News” section occupies a central position. This section publishes current events, announcements, updates to the regulatory framework, consumer-oriented information, and media materials about NCEC. Key events or announcements are highlighted separately, while others can be explored in a chronological feed with category filters. Users can also subscribe to updates, including events, regulatory documents, announcements, and news digests.
The NCEC web portal serves both providers and consumers of electronic communications and postal services. For their convenience, services and useful links are organized into a logical block with a toggle feature for each user group. This approach saved space and allowed all essential information to be placed on the main page of the web portal.

Following this are sections covering NCEC’s regulatory areas, the meeting calendar, recommended sections, a media library, and links to other government resources.
Interactive Dashboard
The russian federation's military aggression and its consequences pose significant challenges to the sustainable development of the electronic communications sector. The aggressor destroys communication infrastructure, launches cyberattacks on network management centers, and disrupts services through missile strikes.
Despite these obstacles, Ukraine's telecommunications industry continues to grow and adapt to new challenges. To help users track market dynamics and trends in electronic communication services, NCEC has introduced an interactive dashboard on its updated web portal.
The dashboard features quarterly statistics from the past three years and visualized data, making it easier to understand key indicators and trends in the sector.

Gov.ua Package and More
For the development of the NCEC web portal, we used the Gov.ua package — a solution perfectly suited for high-load government websites. Created based on Kitsoft’s extensive experience, it fully complies with the criteria and design standards of government websites in Ukraine.
The Gov.ua package addresses the majority of client needs without requiring significant modifications. Its customizable functionality makes it even more flexible and user-friendly for government clients.
The nkek.gov.ua portal is a vivid example of the effectiveness of this solution. The Gov.ua package met 99% of the requirements set by the National Commission for Electronic Communications. The only additional feature implemented was the "Meeting Calendar" plugin, tailored to enhance usability.

The meeting calendar includes agenda items, resolutions, and decisions from past meetings, as well as materials for upcoming events, protocols, and video recordings.
This tool is designed to provide users with convenient access to updates, enable participation in meetings, and allow review of materials after their conclusion. It also serves as an additional measure to ensure transparency and openness in NCEC's operations.
The calendar is integrated with other systems, ensuring data accuracy and easy access to protocols, video recordings, and regulatory documents. This functionality allows users to navigate NCEC's activities effortlessly and access all essential materials in one place.
The NCEC web portal demonstrates how the Gov.ua package can be tailored to meet the unique needs of each project, delivering rapid development without compromising on quality.
Inclusivity as a Design Standard
At Kitsoft, we firmly believe that accessibility should be a fundamental feature, not an optional add-on. That’s why we ensured that the updated official web portal of NCEC is intuitive and accessible to everyone, regardless of age, physical abilities, or technical expertise.
The web portal complies with WCAG 2.1 accessibility standards at the AA level and the national standard DSTU ISO/IEC 40500:2015. This guarantees a comfortable user experience for individuals with visual, motor, or color perception impairments. Compliance with these requirements has been validated through audits using tools like Accessibility Insights for Web and Accessibility Site Report.
The portal’s structure is user-friendly and adheres to the design standards of Ukrainian government websites. Consistent interface elements simplify navigation—users familiar with other government websites can easily find the information they need.
Colors are carefully selected to ensure that key interface elements are visible and distinguishable, even on screens with low brightness or contrast settings.
