All services of the National Anti-Doping Center to protect the rights of athletes to fair sport

Overview

Kitsoft company developed a web portal for the National Anti-Doping Center (NADC), which is subordinate to the Ministry of Youth and Sports of Ukraine.

According to the World Anti-Doping Agency (WADA) data for 2020, Ukraine ranks among the leaders in doping use in sports and closed the top ten countries by the number of anti-doping rule violations.

The task of the NADC is to protect the rights of athletes to fair competition, free from doping. The updated website informs about the Center's activities and serves as a platform for communication and feedback with service users.

The portal is based on the principles of information transparency and aims to increase the effectiveness of anti-doping measures in Ukraine.

Concept

The development strategy of the NADC for the period up to 2028 envisages effective interaction with sports federations, maximum transparency, and publicity. Understanding that the updated portal should become one of the tools to achieve these goals, we adhered to the following principles during its development:

  • Service orientation — creates a single window for accessing the Center's services and obtaining necessary permits.
  • Functionality — provides comprehensive information about anti-doping and all aspects of the NADC's activities.
  • Inclusiveness — meets accessibility requirements for people with visual, hearing, motor, speech impairments, and fully considers the requirements of barrier-free accessibility for different age and social groups. 


Implementation

The site's menu is maximally flexible and allows changing the display of necessary sections depending on the NADC's needs.

The English version of the site is now not a duplicate of the Ukrainian one and will provide the opportunity to adapt web content to the needs of different target audiences.

We have developed the portal's structure to be easy to perceive, so every visitor can easily navigate the site and find the necessary information. The main page is focused on the first three screens: 

1. The online service "Report Doping" now takes center stage and leads to a form where anyone who has witnessed doping use can easily report it to authorized persons and contribute to the fair sport. To protect these individuals' rights, the message can be submitted anonymously.

2. The next block highlighted services for athletes — the main target audience of the portal and users of the NADC's services. Right from the main page, they will be able to learn about therapeutic use and the prohibited list of drugs, systems and procedures for sample collection and testing, and be informed of all anti-doping rules and changes that occur. 

Athletes can now submit an online request for a therapeutic use exemption for drugs by filling out a short form on the site and attaching documents confirming the diagnosis.

Previously, athletes had to fill out such forms manually, and NADC staff had to process them via email. The new functionality will help simplify and automate this procedure.

Athletes will also be able to submit online notifications about ending their sports careers and returning to sports competitions on the updated portal.

3. The main page of the portal contains an informational block about the anti-doping center, its activity directions, and work results. With the help of special modules, website administrators will be able to change the order of blocks and their display to users.

Transparency and Publicity

The portal ensures the principle of publicity and openness of the National Anti-Doping Center's activities through the prompt publication of information and providing access to it to the public.

This will be facilitated by online broadcasts of NADC meetings and committees related to its activities. Every user can join the YouTube broadcast as a listener and also add a reminder about the planned event to their calendar.

The updated site will help make the work of NADC's anti-doping officers with doping samples transparent and reduce abuses thanks to online control of this process.

To combat corruption in this area, the updated resource has implemented the possibility of reporting corruption or corruption-related offenses. For this, the user must use the online "Corruption Reporting" form and fill in all the known details about the abuse.

Each user can also submit a request through the site to obtain public information.

News Center

The news section has undergone significant changes. The "Press Center" block is now in the main menu of the site and consists of news, events, and media gallery sections. For convenience in displaying information, we added sorting materials by type, category, theme, and date, as well as the possibility of sharing news on social networks. Each piece of news will be accompanied by a block of popular and recommended publications.

The new NADC website has been launched yesterday! The first feedback and first reaction are extremely positive! We thank the Kitsoft team for developing a new website that helps make the NADC's work even more transparent and accessible. We are confident that it will strengthen our efforts to prevent doping and fight for fair and safe sport in Ukraine. For Reference

The site was created with the support of the USAID / UK aid project "Transparency and Accountability in Public Administration and Services/TAPAS".

Kitsoft also developed an electronic register of sports facilities for the Ministry of Youth and Sports, which aims to organize information about Ukraine's sports infrastructure. Currently, the register operates in test mode, and from May 1, 2024, it will transition to commercial operation.
