Digitalization of Motor Bureau

The Motor Transport Insurance Bureau of Ukraine (MTIBU) unites about 50 insurance companies providing compulsory insurance of civil liability of land motor vehicle owners.

We've digitized databases, internal processes of the organization, interactions with external systems, and developed online services for users. 

The digital transformation of the MTIBU helped:

• to increase the efficiency of the MTIBU and the activity of insurers; 
• to decrease the volume of responses, calls, waiting, and visits to the MTIBU;
• to reduce the number of frauds;

While car owners can get the necessary services online in a more convenient way.

Centralized Database (CDB)

Insurance companies have the CDB, which is regulated by law. The system constantly collects all information from insurance companies on concluded domestic and international insurance contracts, as well as on the settlement of incidents.

It recognizes various input data sources, verifies their integrity, types, date, etc., and converts them into the CDB. However, if it encounters any critical errors, the system blocks the download of the contract and informs a policyholder about detected flaws. 

Report Builder

The data view and analysis module is an interactive designer which enables to build reports interactively. They are stored in the CDB and, depending on access rights, they can be used by different users.

For the convenience of insurers, everyone has their reporting period, and then the data is summarized. Based on general reporting, the characteristics of efficiency, solvency, and reliability of insurance companies are analyzed. Meanwhile, MTIBU regularly publishes such reports for users.

 User Access Management System

For each type of user, it is possible to configure a set of applications used for access control. Moreover, MTIBU has the right to access all data of insurance companies, while representatives of insurance companies have access only to the data of their company.

Public Portal

All information about the organization is published on the MTIBU portal, and it is possible to find car insurance details simply by vehicle registration number: https://policy.mtsbu.ua/   

The Electronic policy system automates the insurance processes of compulsory civil legal liability of land vehicle owners. It is used by insurance companies to conclude electronic insurance contracts. 

An electronic policy exists only in the form of an electronic document, the authenticity of which is confirmed by the e-signature of the insurance company. Nowadays, about 60% of contracts on compulsory insurance of vehicles are concluded in electronic form.

The Green Card system is used for international insurance contracts. Due to this system, the MTIBU provides online the settlement of insured events, interacts with victims, foreign insurance companies, or motor bureaus, and pays compensation.

Electronic Green Card was launched in Ukraine in 2022 when it was recognized at the legislative level.

We have provided a technological platform for integration with the databases of the National Police of Ukraine, the State Border Guard Service of Ukraine, the Diia platform, and other databases of public institutions to verify the authenticity of insurance contracts.

The state border guard service integration is created to check the availability of a valid insurance policy when crossing the state border by a vehicle registered in Ukraine. When leaving Ukraine, the presence of an international insurance contract (Green Card) is checked in the MTIBU database. At the same time, when entering Ukraine, the presence of a domestic insurance contract is required. This protects against insurance fraud and applies to accidents abroad in particular.

The Ministry of Internal Affairs integration includes the following steps:

• When forming an insurance contract, the MTIBU service makes a request to the Main Service Center of the Ministry of Internal Affairs and checks the compliance of the vehicle data provided by the car owner;
• When considering claims for compensation of insured events, insurers or employees of the MTIBU request the National Police to obtain information about a registered accident;
• The National Police of Ukraine is able to check vehicle insurance by State registration number or VIN code.

DIIA integration. Now, users can see their insurance policy on DIIA. It is the popular mobile application of public services in Ukraine, which is always within reach.

With the help of the Electronic Europrotocol online system, drivers can register accidents without calling the police, simply by using a smartphone.

• The system checks whether the participants have an insurance policy, recalls the rules for applying the Europrotocol, and determines the location automatically.

• Participants must upload a photo of the accident and choose a traffic collision scheme from those proposed by the system, or draw their own.

• For confirmation of the entered information, a message is sent to both participants to the indicated mobile numbers.

• After confirmation, a PDF file is generated, which is automatically registered in the MTIBU database and sent to the insurance companies involved in the accident for further settlement.
