The editorial team of DOU, the largest community of Ukrainian IT professionals, has named 15 technology leaders worth knowing. The selection brings together CTOs and heads of technical teams from product and service IT companies, as well as from the public and defense sectors.
Liquio: the technology behind a digital state
Liquio is a Ukrainian open-source, AI-powered low-code platform for digitizing public services. It powers the Diia portal and its services, including eMalyatko, e-Entrepreneur, and eVidnovlennia. Liquio also runs the e-Veteran portal, services for submitting claims to the international Register of Damage for Ukraine, Kyiv Digital services, and other solutions.
Today, Liquio underpins more than 200 public services used by over 23 million citizens. The platform makes it possible to launch new services in 4-6 weeks. It withstands massive cyberattacks, operates reliably in wartime, and is included in the GovStack catalogue as a recommended solution for governments worldwide.
Highlights of the year
Over the past year, Volodymyr's team has delivered a number of major releases:
- New and upgraded services on the Diia portal. These include Starlink booking and registration, services for the international Register of Damage for Ukraine, and new services for businesses.
- Voice mode for Diia.AI. Citizens can now talk to the world's first national AI assistant for public services using their voice.
- A registry and digital services for veterans (EDRVV). A step toward making state support for veterans and their families more accessible and easier to navigate.
- AI Assistant and built-in analytics in Liquio. New capabilities help teams build services faster and make data-driven decisions.
- Verifiable Credentials and multilingual support. Liquio now supports OpenID4VCI, Verifiable Credentials, and multiple languages, including German localization. It's another step toward integrating the platform with European digital infrastructure and expanding into international markets.
Recognition for the whole team
