Online certification of sappers in Diia: Kitsoft has created a service that accelerates demining

The Kitsoft team has developed an online certification service for mine action operators. Now the entire process — from application to receiving a certificate or submitting an appeal — takes place online in Diia. The only offline stage is the on-site field inspection. The online process makes certification significantly faster — which means more specialists ready to work and faster clearance of Ukraine’s territories.

Why it matters: faster decisions mean safer territories

Online certification directly affects the pace of demining and the safety of people. Ukraine remains one of the most heavily mined countries in the world: more than 136,000 km² of territories where hostilities took place require inspection and clearance.

Thanks to the digital service, the process of preparing and approving documents becomes much faster, as it no longer requires complex paper procedures — and this means more certified sappers and a quicker return of territories to safe use.

Liquio as the technological foundation: flexibility, rapid changes, scalability

The online certification service for sappers is implemented on the Liquio low-code platform — Kitsoft’s open-source solution that underpins the Diia portal and a number of government services, including eBaby, e-Entrepreneur, uResidency, the e-Veteran portal, and others.

The platform supports integration with artificial intelligence and is included in the GovStack catalog as a recommended technological solution for governments. It is also certified by the State Service of Special Communications with a G2 assurance level, which permits working with information resources that have enhanced security requirements.

Liquio uses the BPMN methodology, which makes it possible to quickly configure the business process logic of an online service, introduce changes, and scale the solution without modifying the code. This is especially important for services operating in regulation-sensitive areas, where procedures may be updated and where high demand and system load are expected. The platform also allows users to track the progress of their application — all statuses and deadlines are visible at every stage. This level of openness eliminates “blind spots” in the process and ensures transparency at every step.

Project challenges: multi-level checks and dozens of scenarios

The business logic of the certification service for mine action operators became one of the largest in Kitsoft’s practice. This is due to the large number of interconnected stages — from submitting an application and multi-level checks to approvals, requests for clarification or additional data, and the formation of decisions. Each step has its own conditions, and changing any parameter triggers a new scenario: returning documents, additional checks, or repeated processing cycles.

The digital support of the offline on-site assessment stage also has its specifics: separate triggering conditions, verification results, documentary actions, and deadline control. All of this forms a multi-level system of interdependent processes that requires maximum coordination among all participants.

The logic of this service is significantly more complex than typical government services: we had to configure 5–8 times more scenarios than usual. The Liquio platform made it possible to work effectively with such complexity and do so without delays.

Implemented capabilities: participant dashboards, statuses, document security

The Kitsoft team has implemented functionality that makes the entire certification process clear and convenient for participants.

Interfaces for process participants:

  • Mine action operator interface:
    The operator (the organization undergoing certification) submits an application, tracks its status, adds documents required for the institution’s certification: information about the organization, its branches, managers, and units (including the number of specialists), and signs them.

  • Certification authority interface:
    Specialists receive applications, review documents, leave comments, and make decisions.

Clear display of application status: the service clearly shows the stage the application is at, which steps have already been completed, and which are planned next.

Deadline control: the system monitors deadlines at each stage. If a deadline is approaching or an action is required, responsible parties receive notifications.

Secure document handling: documents can be viewed directly in the service without downloading — important for confidential information.

How the service works in Diia

In the mine action operator interface, one can submit an application for initial or repeated certification, expand the scope of activity, extend the validity of a certificate, undergo a compliance review, suspend the validity of a certificate, or file an appeal against the decision of the certification authority.

How to apply for the certification of a mine action operator:


  1. Authorize on the Diia portal using the qualified electronic signature (QES) of an authorized official.
  2. Select the service “Certification of a mine action operator.”
  3. Choose the action — initial/repeated certification, expansion of scope, extension of certificate validity, or appeal.
  4. Fill out the application, upload the documents, and sign them with the QES.
  5. Track the status and sign documents online in the operator interface.

The online certification service shows how technology can accelerate critically important processes. After all, more certified operators mean more demined territories and a higher level of safety in Ukraine.
