On December 22, a new service for veterans was launched in Diia — compensation for the cost of compulsory motor third-party liability insurance. Now combat veterans and persons with disabilities as a result of the war can receive a refund for motor insurance entirely online. The service was implemented by Kitsoft in partnership with the Ministry for Veterans Affairs, the Ministry of Digital Transformation, and the Motor (Transport) Insurance Bureau.
The launch of this service is another step by the state to ensure that veterans can receive services quickly and easily. In Ukraine, key veteran services have already been digitalized: in particular, the e-Veteran portal has been created, automatic assignment of UBD status has been introduced, and data exchange between state registers has been established. Motor insurance compensation in Diia continues this ecosystem of solutions for veterans.
How the compensation works
The insurance company covers 50% of the policy cost immediately at the time of purchase through the veteran benefit, and the state compensates the other half after an application is submitted in Diia. As a result, the policy becomes completely free of charge, and the compensation process is as simple as possible.
All stages — from submitting the application to the crediting of funds — take place online. The system automatically verifies eligibility for the benefit, finds the insurance policy in the register, and submits the application for payment.

Who is eligible?
Defenders with official combat veteran status or persons with disabilities as a result of the war in Diia and who purchased motor insurance with a veteran benefit after January 1, 2025.
Vehicle requirements:
- engine capacity up to 2,500 cc (or an electric vehicle up to 100 kW);
- the vehicle is used for personal needs, not for taxi or commercial transportation.
How to apply for compensation in Diia
- Update the app and go to Diia → Services → Veteran PRO.
- Select motor insurance compensation.
- Specify the preferential insurance contract — it will be pulled automatically.
- Choose a Diia.Card for crediting the funds (or open one at a partner bank).
For motor insurance contracts concluded in 2025, applications for compensation can be submitted within three months from the launch of the service.
Liquio — a platform for automating key service processes
The motinsurance compensation service for veterans operates in the Diia mobile app, while all internal service logic is automated on the low-code platform Liquio. It processes information, performs checks, and ensures interaction with registers.
For this service, the Kitsoft team created:
1. Integrations between government systems.
They developed a data exchange system, namely end-to-end integration between the Diia mobile app and the Unified State Register of War Veterans. Data exchange takes place in real time via the Trembita electronic interaction system, which allows checks to be automated and minimizes user involvement in the application process.
Application processing flow:
- A veteran submits an application in the Diia mobile app.
- The system automatically checks:
- the presence of official combat veteran status or war-related disability status in the Unified State Register of War Veterans;
- whether compensation has been received in the current year;
- the absence of duplicate applications in unfinished statuses.
- The information is instantly transferred to the Ministry for Veterans Affairs for processing.
- On the Ministry’s side, the system validates the application.
- Applications that pass all checks are placed in the payment queue.
- The system daily generates a batch of validated applications and submits them for payment.
- After submission, the system tracks whether funds have been credited or not to the veteran’s card.
- The application status is automatically updated in the mobile app.
2. Connection to the insurance policy register.
Integration was set up with the centralized database of the Motor (Transport) Insurance Bureau of Ukraine. The system automatically finds the user’s preferential policy and verifies eligibility for the benefit — the veteran does not need to enter data or upload documents.
3. Mechanism for automatic verification and processing of applications.
A mechanism for automatic verification and processing of applications was implemented on the side of the Ministry for Veterans Affairs. The system re-runs key validations for applications received from the Diia mobile app to ensure data accuracy and process security.
Within the business process, the system automatically checks:
- whether the applicant has official combat veteran status or war-related disability status;
- the uniqueness of the application identifier;
- whether compensation has been received for the specified insurance contract;
- whether the applicant has received compensation in the relevant contract year;
- the absence of other applications in unfinished statuses;
- compliance of the vehicle’s technical characteristics with program requirements;
- the date of conclusion of the insurance contract (not earlier than January 1, 2025).
If an application fails verification, it is automatically rejected. The reason for rejection is sent to the Diia mobile app, where the user immediately sees the message and understands why the application was not accepted.
Why this matters
Previously, there was no single digital mechanism for motor insurance compensation — to receive funds, applications and documents had to be submitted through various channels. Now veterans of the Armed Forces of Ukraine can apply for compensation online in Diia in just a few minutes.
