Open Source Observatory (OSOR), an initiative of the European Commission, has published a new report on the development of open-source technologies in Ukraine’s public sector. Kitsoft is featured in the report among the strategic players in Ukraine’s open-source ecosystem, while its Liquio platform is highlighted among the key open-source projects. Kitsoft CEO Oleksandr Iefremov was one of the experts who contributed to the study.
The Open Source Software Country Intelligence Report: Ukraine 2026 examines the development of open source in Ukraine, key technology projects, legislative changes, and the role of public and private organizations in shaping the open-source software ecosystem.
One of the study’s main findings is that Ukraine’s open-source ecosystem is developing primarily through the implementation of specific digital projects rather than within the framework of a unified national strategy.
Liquio — among Ukraine’s key open-source platforms
The study pays particular attention to Liquio, Kitsoft’s low-code platform for building and developing digital public services.
Liquio became the technological foundation of the Diia portal. The platform enables government agencies to develop digital services, registries, and datasets using ready-made software components instead of building each solution from scratch.
In 2025, Kitsoft opened the source code of Liquio Community Edition, making the platform available for use and further development by the open-source community.
Through its low-code approach, ready-made software components, and use of artificial intelligence, Liquio helps simplify and accelerate the development of digital public services, reuse existing solutions, and support their further development.
Key findings of the study
The report’s authors highlight several important trends in the development of open source in Ukraine.
Development through practical GovTech projects
Ukraine’s open-source ecosystem is taking shape through specific technology solutions, including Diia, ProZorro, and Liquio. They demonstrate how open technologies are used to digitalize public services and increase transparency in the public sector.
Ukraine approaches open source by creating projects that strengthen digital sovereignty and resilience, improve public services, and support the country’s broader digital transformation,
— the OSOR study states.
Open source as a tool for digital sovereignty
In recent years, Ukraine has expanded the development and use of open-source software in public administration. This development has been driven by digital sovereignty, a commitment to more efficient administrative processes, and resilient digital infrastructure,
— the report’s authors note.
Open source gives government institutions greater opportunities to control and adapt software solutions to their own needs, reducing dependence on individual vendors.
In the context of the full-scale war, this is particularly important: government digital systems must continue operating even amid attacks on infrastructure and power outages.
At the same time, the experience of Ukrainian GovTech projects demonstrates the potential to reuse open technologies to create new public services without having to develop the technological foundation from scratch each time.
Development of open-source legislation.
Ukraine is gradually establishing a legal framework for opening the source code of government software. One important step was the creation of legal conditions in 2024 for opening the source code of the Diia mobile application.
Ukrainian experience for the international GovTech community
The OSOR study shows how Ukraine’s practical experience can be useful to other countries developing digital services based on open technologies.
For Kitsoft, participation in the study is an opportunity to share its experience in building digital government platforms and make Ukrainian technology solutions more visible to the international GovTech community.
