Kitsoft upgrades Starlink registration service in Diia for citizens and businesses

The Kitsoft team has upgraded the Starlink terminal registration service in Diia. Users can now deregister Starlink terminals, while businesses can also request an official extract listing all registered devices.

Since the start of the full-scale war, Starlink has become one of the most important communication tools for citizens, businesses, and public institutions across Ukraine. At the same time, the registration system helps maintain a trusted device verification process and strengthens oversight of satellite communication usage in the country.

Today, legal entities can register Starlink terminals through the Diia portal, while individuals can register through Administrative Service Centers (CNAPs). Identity verification for individuals is also available at Ukrposhta and Nova Poshta branches.

As part of the upgrade, the Kitsoft team introduced new user scenarios and improved existing workflows.

What's new?

For businesses

Companies can now:

  • Remove registered Starlink terminals online through the Diia portal.

  • Request an official extract containing a list of all active terminals registered to their organization.

For individuals and sole proprietors

Through Administrative Service Centers (CNAPs), users can now:

  • Deregister Starlink terminals.

The verification process has also been updated. To submit a request, users must provide a KIT number and UTID (or one of these identifiers). If available, they can also include the Dish ID and Starlink account number. Once the information is verified, the terminal is added to the list of trusted ("whitelisted") devices and can operate without restrictions.

Why does it matter?

Previously, users could register a Starlink terminal but had limited options to manage it afterward.

For example, if a terminal was sold to another owner or replaced due to malfunction, it remained registered in the system. Following the upgrade, users can remove outdated devices from the registry and register replacement terminals when needed.

For businesses, the update significantly simplifies equipment management. Organizations can now quickly review all terminals registered under their account and generate an official list of active devices whenever required.

"Our goal was not simply to add new features but to make the service more practical for everyday use. Giving users the ability to manage registered terminals makes the service more convenient for both citizens and businesses. At the same time, these improvements help maintain the reliability and resilience of Ukraine's critical digital infrastructure," said Serhii Lukhverchyk, Project Manager at Kitsoft.

Security is part of the digital service

The Starlink registration service is part of Ukraine's verified device system, which distinguishes legitimate terminals from unverified ones by maintaining a trusted "white list" of approved devices that can operate without restrictions.

The system was introduced as one of Ukraine's responses to the use of satellite communications by Russian military forces and unmanned aerial vehicles. As a result, registering Starlink terminals is not only a matter of convenience but also an important element of national security.
