Kitsoft on Ukraine’s digitalisation experience at the Global DPI Summit in South Africa

On 4–6 November, the Kitsoft team attended one of the key events in the GovTech world — the Global DPI Summit, held in Cape Town, South Africa. For Kitsoft, which is already cooperating with several African countries, the event became a platform for presenting Ukraine’s digitalisation experience and introducing other African countries to the Liquio platform.

The Global Digital Public Infrastructure Summit is a global forum dedicated to the development of digital public infrastructure that gives every person equal access to digital opportunities. This year, the summit brought together heads of state, ministers, civil society representatives and innovators from more than 100 countries.

Kitsoft was represented by CEO Oleksandr Iefremov, CMO Alevtyna Lisniak, Business Analytics Lead Mariia Iefremova, and International Business Development, Andrii Shapovalov.

At the GIZ / GovStack partners’ booth, the team shared practical experience in building digital solutions, in particular the Liquio platform, which has already become the foundation for many successful projects in Ukraine and beyond.

We built a digital state in a time of crisis — during the pandemic, full-scale war and constant cyberattacks. Liquio was created in exactly these conditions, which is why cybersecurity has become its foundation. The platform has already proved its effectiveness in Ukraine, and now we are ready to share this experience with other countries.

During the summit, Oleksandr took part in three sessions dedicated to the development of digital infrastructure.

4 November — Fireside chat: Where is Ukraine’s GovTech ecosystem heading

In a conversation with Tim Sergio Gago (GovStack Advisor, GIZ), they discussed how open, modular and interoperable approaches enable governments to build scalable and cost-effective IT solutions. The Ukrainian example — the Diia platform, which provides more than 150 services to 23 million citizens — became the starting point for discussing the global adaptation of such approaches.

They also discussed the role of the private sector in building DPI — how agile teams can launch new services in weeks rather than years, and how open standards make it possible to scale solutions without being locked into a single vendor. Ukrainian examples include Diia, Kyiv Digital, uResidency, as well as sectoral systems for healthcare, education and social protection built on Liquio.

5 November — Panel discussion: Digital public infrastructure for education

The panel focused on how digital solutions can make educational services more flexible, personalised and accessible. In Ukraine, services such as electronic school enrolment queues, digital diplomas and a scholarship management system are already in place. All of these solutions are built as modular components that can be easily scaled and integrated with each other.

The team also shared international experience, in particular a project in Mauritania where Kitsoft helped digitalise the teacher authorisation process, making it transparent and interconnected. Kitsoft’s core idea is to build a holistic educational ecosystem where students, teachers and the state interact through a common digital foundation.

6 November — Liquio presentation: an open-source platform for building digital solutions

With the support of GIZ and GovStack, the Kitsoft team presented Liquio — an open-source low-code platform recommended for launching digital government services. During the presentation, African public sector leaders learned about the platform’s components and the ability to build digital services without technological lock-in.

In Ukraine, more than 200 public services have already been implemented on Liquio. The team also highlighted its ecosystem approach: Kitsoft trains government teams, certifies partners and builds a community of developers who can independently create solutions on the platform. This is what digital sovereignty means — when a country owns its technologies instead of depending on a single vendor.

It was valuable for us to join the summit on digital public infrastructure in Africa and share our expertise and experience in government digitalisation — both in Ukraine and in other countries. Events like this allow us to come together and create big things jointly. We are all different, but if we share common values and have a common foundation, we can collaborate freely and openly.

Kitsoft’s participation in the Global DPI Summit 2025 was an important step in showcasing Ukraine’s digital transformation experience at the international level. The world is confidently moving towards digital sovereignty — and Ukraine is part of this journey.
