Liquio, a low-code platform developed by Kitsoft and used to build hundreds of digital government services, is now available as the open-source Liquio Community Edition. This is the result of the platform’s evolution and at the same time an important step that ensures digital sovereignty for the development of public services.
A platform for critical IT infrastructure
Liquio is a low-code platform that enables the launch of digital government services within 4–6 weeks and today serves as the technological foundation for more than 200 government services used by over 24 million citizens. Key digital services in Ukraine run on this platform — the Diia portal, e-Entrepreneur, uResidency, It's a Baby (eMaliatko), and the e-Consul portal.
The platform has been tested by crises, full-scale war, cyberattacks, and peak loads, proving its ability to ensure the continuous operation of critically important services. It also enabled the launch of the world’s first AI assistant for government services, and the platform itself was included in the GovStack catalog as a recommended solution for governments in different countries.
The history of Liquio spans more than a decade of technological development shaped alongside Ukraine’s digital transformation. Today, the platform is entering a new stage — an open international GovTech ecosystem.
What opening the code changes
Liquio helps government customers retain control over their own digital infrastructure. Kitsoft’s clients had previously received the project code, all related documentation, and the ability to independently develop and maintain their services.
The open-source Liquio Community Edition provides public access beyond specific contracts. This expands capabilities and support. Now a broader professional community can also explore Liquio’s architecture and operating principles:
- Increased technological independence. The open version supports the growth of both the community and the technology. Customers can choose different contractors to develop their projects.
- Transparency and trust. The ability to conduct independent security and compliance audits is critically important for systems that handle sensitive data.
- Compatibility and scalability. Liquio is built on open standards, which simplifies integration with government registries, services, and other digital solutions.
To expand expertise and experience, training and a Liquio certification program on creating government services are also available for various specialists — low-code developers, business analysts, and back-end developers. To date, seven companies have successfully completed the training.
How to obtain the open Liquio code
The Liquio Community Edition is hosted on GitHub and available for use.
The open code provides access to the full platform structure, including separate modules for the administrative panel, user interfaces, API layer, identification system, event management, notifications, file storage, document generation, and other services required to create digital government services.
