Kitsoft has won an open tender announced by the state agency PlayCity and is beginning development of the second stage of the State Online Gambling Monitoring System.
The first stage of the system was also developed by the Kitsoft team. It is already operating in pilot mode. The second stage will expand the system's capabilities by adding monitoring of game results, gambling equipment, and compliance with responsible gambling principles.
From financial transactions to comprehensive monitoring
The first stage of the State Online Gambling Monitoring System is operating in pilot mode and processing real data. As of August 2026, 28 of 31 licensed gambling operators have been integrated with the system. It collects data on financial transactions, including bets, winnings payouts, and refunds.
Data is exchanged automatically via APIs once operators' systems are integrated with the State Online Gambling Monitoring System. Each operation is transmitted as a separate transaction with a unique identifier.
The State Online Gambling Monitoring System also provides the State Tax Service with access to primary transaction data used to calculate gross gaming revenue (GGR) and taxes on winnings, including personal income tax and the military levy.

The State Online Gambling Monitoring System is now moving to the next stage. The second stage will expand the system's functional, analytical, and integration capabilities and increase the amount of data available to the government for market monitoring.
In particular, the State Online Gambling Monitoring System will be able to:
record game results;
record transactions involving gambling substitutes for the hryvnia;
monitor the operation and parameters of gaming machines;
provide dedicated electronic portals for the Ministry of Finance, the National Bank of Ukraine, and the State Financial Monitoring Service, with access to designated data, analytical reports, and monitoring tools;
generate new operational, regulatory, analytical, and financial reports, as well as interactive dashboards;
generate anonymized open datasets on the market for subsequent publication on the state open data portal;
strengthen monitoring of compliance with responsible gambling principles.
The second stage will also expand the State Online Gambling Monitoring System's integrations with information systems of the State Tax Service, Ministry of Finance, National Bank of Ukraine, and State Financial Monitoring Service.
The new reports will enable analysis of, among other things, the number and value of bets, payout volumes, the number of gambling machines and licenses, operators' financial performance, game-related transactions, and responsible gambling data.
Once the second stage is launched, the system will cover the full cycle — from depositing funds and placing a bet to the game result and payout. This will give the government more data for analyzing operators' activities and monitoring the market.
The development and commissioning of the second stage is planned for completion in 2026.

Security and digital sovereignty
The State Online Gambling Monitoring System processes large volumes of data, so security is built into the system's architecture. User access to data and system functionality will be controlled according to their roles and permissions, while information will be protected against unauthorized access, modification, or deletion.
Liquio is certified by the State Service of Special Communications and Information Protection of Ukraine at G2 assurance level. This confirms the platform's compliance with government requirements for technical information protection.
Another important principle is digital sovereignty. The low-code platform's open-source code allows the government to retain control over the technology and its further development, engage different teams, and adapt the system to new requirements.
Liquio is also included in the international GovStack catalog as a technology for building digital government services. The approach used for the State Online Gambling Monitoring System enables the system to evolve incrementally — adding new capabilities and adapting to regulatory changes without rebuilding its technological foundation.
The second stage continues this development. While the first stage focuses primarily on financial transactions, the State Online Gambling Monitoring System will now cover more data related to the games themselves. This will allow the government to gradually build a comprehensive digital system for data-driven monitoring of the gambling market.
