GovStack on behalf of the International Telecommunication Union (ITU) in collaboration with Kitsoft, has completed two hands-on workshops for the Ministry of Public Administration of Montenegro and municipal representatives across Montenegro. It supports the country’s ongoing work to build modern, citizen-centric digital services.

During each of the three-day trainings, participants developed high-impact online public services, such as:
- Social aid for a newborn
- Real estate tax payment
- Business licensing
The focus was on optimizing administrative procedures, reducing the number of in-person interactions required, and translating complex offline workflows into clear, efficient digital processes.
- Guided by Kitsoft experts, municipal teams practiced how to:
- Convert bureaucratic procedures into digital workflows
- Use AI-assisted tools to design forms and user journeys
- Use admin panels, configure roles and data exchange
- Create technical specifications for online services
- Build logic and registries in a unified low-code environment
Participants created a full service prototype using Liquio — an AI-driven low-code platform developed by Kitsoft for digitizing public services.

The workshops marks an important milestone in strengthening Montenegro’s digital capacity, and GovStack looks forward to continuing collaboration with national and local partners.
