The European Accident Statement allows drivers, under certain conditions, to document a road accident without calling the police and notify their insurance company. Previously, drivers could complete an electronic European Accident Statement through a dedicated service provided by the Motor (Transport) Insurance Bureau of Ukraine. Now, this option is available directly in Diia — using a smartphone at the accident scene.
The Kitsoft team developed the technical solution that enables data exchange between Diia, the information system of the Motor (Transport) Insurance Bureau of Ukraine, and insurance companies — from completing the European Accident Statement to its registration and the transfer of information to insurers.
How the European Accident Statement works in Diia
When completing a European Accident Statement, some of the required information about drivers, vehicles, and insurance policies is automatically retrieved from relevant registries and information systems. This reduces the amount of information that needs to be entered manually and helps prevent errors when filling out the form.
The drivers involved describe the circumstances of the accident and add photos of the damaged vehicles taken at the scene. Once both drivers have signed the European Accident Statement, Diia automatically transfers the document to the Motor (Transport) Insurance Bureau of Ukraine, which subsequently forwards the information to the relevant insurance companies.
The status of the European Accident Statement is also sent back to Diia, allowing users to see what stage the document has reached.
How to use the service
Drivers can complete a European Accident Statement in Diia if only two vehicles are involved in the accident, no one is injured, neither driver is under the influence of alcohol or drugs, both have valid compulsory motor third-party liability insurance policies, and both agree on the circumstances of the accident. Both participants must also have the required digital documents in Diia.
If the accident meets the conditions for completing a European Accident Statement:
Update the Diia app and go to Services → For Drivers → European Accident Statement.
Check the information retrieved automatically and fill in the required details.
Describe the circumstances of the accident and select the appropriate diagram.
Add photos of the damaged vehicles taken at the accident scene.
Obtain the other driver's consent and signature via a QR code or a notification in Diia.
Review the generated European Accident Statement and sign it using Diia.Signature.
Once both participants have successfully signed, the document is automatically transferred to the Motor (Transport) Insurance Bureau of Ukraine and subsequently to the insurance companies. The status of the European Accident Statement can be tracked in Diia. Drivers should contact their insurance company for further instructions regarding the insurance claim.
How Kitsoft developed the European Accident Statement integration in Diia
The Kitsoft team developed the technical solution that enables interaction between Diia, the Motor (Transport) Insurance Bureau of Ukraine, and insurance companies during the electronic European Accident Statement process.
Specifically, the team:
developed APIs for data exchange between Diia and the information system of the Motor (Transport) Insurance Bureau of Ukraine;
enabled the transfer of accident data, photographs, and generated documents to the Motor (Transport) Insurance Bureau of Ukraine;
enabled insurance companies to retrieve the data and documents required to process European Accident Statements through the bureau's API;
enabled the transfer of up-to-date European Accident Statement status information to Diia.
For drivers, this process should be as simple as possible: document an accident on a smartphone, check the information, and sign the statement. But behind this is a complex interaction between several systems, with data verification and transfer at different stages. Our task was to build this interaction so that the technical complexity remains invisible to the user,
