After the start of the full-scale war, hundreds of thousands of Ukrainians stepped up to defend the country. At the same time, it was important to ensure that accessing documents, payments, benefits, and other forms of support did not create additional difficulties for service members, veterans, and their families.
Over the past few years, the Kitsoft team, together with the Ministry for Veterans Affairs, the Ministry of Digital Transformation, and other government partners, has worked on digital services that simplify this interaction with the state — from the Unified State Register of War Veterans and the Veteran ID in Diia, Ukraine’s national digital government platform, to compensation and comprehensive government services.
Ahead of Defenders Day in Ukraine, we explain which of these services are already available and how to use them.
Ukraine’s Unified State Register of War Veterans: the foundation for digital veteran services
Many digital services for veterans rely on the Unified State Register of War Veterans. It stores data on veterans, people with special merits to the Motherland, participants in the Revolution of Dignity who were injured, as well as family members of categories defined by law.
Kitsoft developed the Unified State Register of War Veterans and integrated it with the Diia app to launch the Veteran ID.
This means fewer situations where people have to repeatedly provide the state with information that is already available in its registers.
Our team also simplified data exchange between the register and the Pension Fund of Ukraine so that veterans and their family members can access administrative services faster.
Combat veteran status — granted automatically
Previously, obtaining combatant veteran status required collecting documents, submitting them for review, and waiting for a decision. For someone who was still serving at the time, this meant another administrative process to deal with in parallel.
Now, the service member does not need to be involved in the application process. An authorised representative of the military unit enters the required information, the system verifies it, the data is transferred to the Unified State Register of War Veterans, and combatant status is granted automatically.
The service member receives a notification that the status has been granted, while the information is already available in the Register and can be used to access digital government services.
Since the service was launched, 197,000 defenders have already received combatant status automatically.
Veteran ID — immediately after status confirmation
Previously, for the Veteran ID to appear in Diia, a paper ID first had to be obtained. Even if the status information was already available in the Unified State Register of War Veterans, the process could not be completed without the physical document.
In 2026, Kitsoft, together with the Ministry for Veterans Affairs and the Ministry of Digital Transformation, simplified this process. Now, it is enough for the status information to be available in the Unified State Register of War Veterans: based on this data, the Veteran ID is generated and can be added to Diia without waiting for a paper document.
For this purpose, our team also implemented the automatic generation of electronic ID numbers in the Register.
To add the Veteran ID, open the Diia app, tap “Add document”, select “Veteran ID”, grant permission to access the data, and tap “Add ID”. The document will appear in the app within a few minutes.
As of August 2026, veterans had generated more than 1 million Veteran IDs in Diia.
Motor insurance compensation — from eligibility verification to online payment
In December 2025, motor insurance compensation for combatants and persons with disabilities as a result of war became available in Diia.
The insurance company covers 50% of the policy cost through the benefit, while the state compensates the other half. As a result, the policy is free for the veteran. There is no need to separately collect proof of eligibility for compensation: the system verifies the required data when the application is submitted.
To enable the service, Kitsoft implemented data exchange between Diia, the Unified State Register of War Veterans, and the Motor (Transport) Insurance Bureau of Ukraine. The team also implemented automatic verification and processing of applications on the Ministry for Veterans Affairs side. The system tracks the payment result, while the application status is updated automatically in Diia.
To receive compensation, go to Services → Veteran PRO → Motor Insurance Compensation in the Diia app. The eligible insurance policy will be retrieved automatically — select it and specify your Diia.Card for the payment. If you do not yet have a Diia.Card, you can open one with one of the partner banks.
Overall, more than 150,000 veterans have already received motor insurance compensation.
“For Defenders and their families”: one application instead of several
A person’s needs rarely fit into a single government service. After an injury, discharge from military service, or the loss of a loved one, a person may simultaneously become eligible for a status, financial assistance, and other forms of social support.
To avoid having to apply for each of these services separately, the Kitsoft team, together with the Ministry for Veterans Affairs and the Ministry of Digital Transformation, created the comprehensive “For Defenders and their families” service on the Diia portal. Instead of making several separate applications, a person can select the services they need and submit one comprehensive application.
The service is available to service members, people discharged from military service, and family members of fallen Defenders. It can be used to obtain the relevant statuses, financial assistance, and social support.
To use the service, log in to the Diia portal, select your category and the services you need. Data will be retrieved from government registers, and if some information is missing, it can be added while completing the application. Diia will then generate the applications, which must be signed with an electronic signature.
Submitting a comprehensive application on the Diia portal takes around 10 minutes.
Since the service was launched, 807 comprehensive applications have already been submitted.
Veteran grants: support for starting your own business
Digital services for veterans and their families also include those that help them start or grow their own businesses. The veteran track of the “Own Business” programme provides grants for starting or developing a business.
When the veteran track of the programme was launched in 2023, Kitsoft contributed to the technical implementation of the digital service. The team implemented automatic verification of veteran status and, for a veteran’s spouse, verification of the family relationship through government registers.
The veteran track of the programme has been operating since April 2023. Since its launch, more than 3,500 defenders and their family members have received grant support. The total amount of support is almost UAH 2 billion, and the supported businesses have created more than 5,000 new jobs.
Veteran business status — online
Veterans who run their own businesses can obtain veteran business status online through Diia. The status provides access to government support programmes for veteran-owned businesses.
The Kitsoft team developed the Register of Veteran-Owned Businesses and integrated it with the Diia portal.
Veteran sole proprietors, self-employed veterans, and legal entities that meet the eligibility criteria can apply.
How to obtain the status: applicants need to sign in to the Diia portal, select the «Veteran Business Status» service, check their information, complete the application, and sign it electronically. Once the information is verified, the applicant receives the status and an electronic extract from the Register.
As of September 2026, 1,656 veteran-owned businesses had already been added to the Register.
Veteran support specialists: apply online
After returning to civilian life, veterans may need help with several issues at once — from obtaining statuses and benefits to rehabilitation, employment, or starting their own business. Veteran support specialists help them navigate the available opportunities and procedures.
To develop this network, the Kitsoft team, together with the Ministry for Veterans Affairs, implemented an online application on the e-Veteran platform for candidates applying for veteran support specialist positions.
Candidates can submit an application online and complete the required selection stages. Once employed, the specialists help veterans navigate government services and support opportunities, obtain statuses and benefits, access rehabilitation and employment opportunities, and start their own businesses.
To apply, candidates need to log in to the e-Veteran platform using an electronic signature, complete the online application, take the test, and sign the application electronically.
Support at the city level: Kyiv’s electronic account for Defenders
Cities and communities provide part of the support available to service members, veterans, and their families. That is why digital support services are also needed at the local level.
In 2024, the Kitsoft team developed the Defenders’ online account for Kyiv, with its services now available through the Kyiv Services Portal. It operates as a one-stop shop, bringing together municipal services for service members and their families.
Through the electronic account, people can log in, select the service they need, and submit an application online. If a service requires an offline application, the Account provides information on how to access it.
The application status and the outcome of its review are displayed in the personal account, while notifications about changes can be received in the Kyiv Digital app.
Care also means simple services
People who defend their country already give so much to it. Dealing with the state should not demand even more of their time and energy. Getting a document, applying for assistance, accessing a benefit or finding the right service should be as simple as possible. And that is where digital services have a clear role: removing unnecessary steps wherever they can be avoided
